If it's been sitting and may have Tar in it get a tyvek jumpsuit from
Home depot paint department, and some always use chemical proof gloves.
If its really bad you can use Berrymans B12, if its relatively clean you
can just keep spraying carb cleaner onto first rags, then paper towels.
Use the moist paper towels gently once its clean to get out any fibers
from the rags out. Hit every square inch of the tank either by hand or
perhaps with something like a rag tied over a new toilet brush. You can
probably get your arm in up to your bicep, but you may need someone to
help pull you back out after you get in that deep.
