[DML] DCS09Prelude Update

The 2015 Electric DeLorean will be at the DCS09Prelude.

The car will have double the LiOn batteries than were at DCS08 and we 
will be giving rides in the car.  This will be part
of the electric car event.

We just upgraded the headlights to HID 4351 and 4352s.    This dropped 
the weight of the headlights and housing from 10 lbs to 5 lbs.  A 50% 
weight reduction.  Better headlights, less power draw, less weight!
