Adam,
I feel your pain. I was up to my ankles in water by the time I got to
Gettysburg last year.
I fixed this on my car by cutting a piece of aluminum flashing to the
size of the hole, bending it so that it would not create a seal but
rather be open on either end in a sort of sideways D shape, and
sticking it under the cowl. My car has since been in heavy rain and I
have not had this problem, and the openings on either end of the
plenum are still enough to let fresh air in when I use the a/c.
Make sure you bend the aluminum a LOT -- it will try to straighten
itself out upon installation, and if that does happen it will shut off
the fresh air supply; rather, you want it to follow the curve of the
cowl, being convex when viewed from above.
