I think I can safely presume that at some point his speedometer has been taken out. While reassembling the instruments in the binnacle, he or someone else may have put the needle in a too low position. That would explain the 10% low reading. If that's true, the problem can be easily (...) solved by taking the needle of and replacing it in a better position.
I've done that on both Ds I owned a couple of times and the result is less then .5% off at 50 mph. Below that and over 65 it reads a little
less accurately.
