The key to your problem is in your last paragraph.  The dash gages "ARE" connected to the fans in a round-about way.  If you follow the diagram I sent you, the black/orange wire from the cooling fan relay goes through two diodes, then in the otterstat, out on a green wire to the ground side of the gages.
 
Double check your gage connections.  Since you replaced your wiring loom, I'm betting you got one of the positive gage wires hooked up to the negative side.  This will apply 12 volts to the wrong place in the relay and thus blow fuses.
 
One way to check the fans easily and directly to see if they are working-----remove the cooling fan relay, apply 12+ to the brown/orange of the relay socket (I use a lawnmower battery) and then touch the negative side of the lawnmower battery to a good ground on the car.  Both fans should come on immediately.  If they, don't then there is a wiring problem between the relay socket and the fans.

Cooling fans not working, my Fan Fail is not installed. (Don't have) However, the #24 relay when jumped with two fuses blows one of them when batt. power is applied?
Also the otterstat does not turn on the fans either when jumped, and the A/C compressor does not come on.  Is there another way to run the fans?
 
Just looking for a little advice on where to start to look, for a short I guess.  Looks like it all goes through the #24 relay but why the blown fuse?  All connections appear clean and tight, new circuit board installed, tried the old circuit board with same result.
New wiring harness installed as well, checked all connections.
It does not appear related but also the temp. and fuel gauges are pegged, but all connections are all good?
 
Any help would be appreciated, Thanks
