What the??? You say there is no way to control downloading?? That is TOTALLY WRONG!! In Adobe PDF WRITER format you(the webmaster) CONTROL all facets of the on-line Document,the webmaster can make it wide open,or make it impossible to download or print or copy...if you set it up you would need a password to download or print the document,in other words if the webmaster so desires under security,the person visiting the website could ONLY read and look at the magazine...and NOTHING else. As far as visitors on the site goes all you would need is a visitor counter to see how active the site is and so that advertisers can rest assured that their advertising cost are worth it. Again under Adobe PDF format UNDER LOCKED SECURITY...nothing can be copied/altered/put on another website/printed or otherwise be used by other persons...in other words it is/becomes a see through vault...you can see it/read it...and NOTHING ELSE.Or set it up to print or copy or whatever the webmaster so desires.
