I had a similar problem when I replaced my clutch and bled the slave 
cylinder.  I had bumped the plug loose on my thermister.  I took an 
ohmeter and tested I think pin 9 & 11 off one of the idle ECU plugs.  
It showed an open circuit.  I had to reach my hand(from the back of 
the engine) into the valley of death, pushed on the thermister plug 
and fixed the high idle problem.  If you had your intake off for the 
tune-up, or bumped some wires this could be it since you said you 
already checked for any throttle binds.  a Vacuum hose leaks can also 
cause a high idle, not sure about 2500 rpm seems a little high for a 
vaccum leak but perhaps disconnected totally could do it.  Anyway 
simple Ohmeter test for the thermister could at least rule that out.
