Normally if you get coolant that backed out of the over flow tank tube to the ground it's thermostat. If that hasn't been replaced in a long time then I would try it first and then move on to the radiator. I wouldn't waste my time or money in trying to clean out the original old one if you still have it. Be careful about some vendors trying to sell a rebuilt 25 year old 2 row rebuilt as new. They had brass end tanks put on them an call them new.
