Did you check the proper functioning of the brake light switch? It's 
always powered so you can easily check it using a multimeter. No power? 
check wiring. Power? check power line (from switch) to the brake lights.
Bulbs are okay, Power on tail board connector? Power on center pin in 
bulb socket?
