Ken:

I don't understand why the US Citizen stipulation?   A strange rule.

Are the event holders worried about aliens or illegal aliens with  
legal cars?  Do those event holders know something we or I don't know?

BTW, will the various DMC clubs throughout out the USA adopt the same  
ruling???  Maybe the various DMC clubs may have to adopt this ruling  
if there is a legal reasoning?
