Wayne, Are you sure that the cold start valve thru the TTS switch is getting
voltage from the starter. If not, then what you're describing what will
happen.
Take the CSV out and lay it on a small piece of cardboard and crank the car
over a time or 2 and see if it is spraying a good amount of gas.

When my D sits parked a few hours and I start it up, I have to stop
cranking it after a bit under 1 second... maybe 5 turns of the engine,
or it won't start. For those first few turns it sounds like it's going
to catch, then nothing but starter- sounds like it's out of fuel- or
flooded. If I then crank again, nothing but starter. I then sit for 5
minutes, crank it again, and if I time it just right, say, .75 second
then release the key, it will start like nothing was ever wrong.
Doesn't happen with a warm engine. Battery and cranking speed is
normal, peppy. Giving it gas doesn't help. Doesn't smell gassy while I
wait. Does it whether I slightly depress the gas pedal while cranking
per manual, or not. I replaced the warm up regulator and thermotime
switch about 2 years ago. Never have replaced the cold start valve. Ideas?
