[DML] Starter upgrade circuit was: Starting issue

Hey group-
As I've continued working on the upgraded workshop manual, this DML  
reference caught my eye- _http://www.dmcnews.com/Techsection/starterfix.html_

Without spending hours scratching my head looking at the wiring diagram...  
there are at least two different factory versions, BTW, neither complete... I  
have to ask: doesn't this seem to have a similar effect as what the dual  
ignition ballast does, when it's half bypassed by the invisible (i.e, not on the  
diagram) ignition ballast relay? One gives more current, the other only 
retards  half the current during starting?
