I guess for it to work as a fuse it would have to be made out of paper ;) 
The angle drive is so weak that it fails before that plastic cup.
On a more serious note, the reason might be the temperature extremes and the 
fact that it's easier to make a plastic part that will fit snugly and not 
slip during use. Because of temperature variance in this area a metal part 
would start spinning freely when the rotor gets cold.
I have installed a metal sleeve over my plastic cup. It was so loose that 
the speedo simply didn't work. With the metal sleeve it was ok when the 
brakes were warm or hot. After a while of heating and cooling the metal ring 
shrunk so much that the speedo would stop working when it was cold out and 
the brakes were cold.
BTW, this is another area of the car I'm currently working on. Well, I'm too 
busy with the frame at the moment, so I have somebody else working on the 
angle drive. We'll see how it turn's out.
