I think you just found the problem. Mounting the license plate so as
to block the inlet to the radiator will definately cause the car to
run hot. The heater in no way can be the cause of this. Fix the plate
and see how it runs. You can check for the spring by squeezing the
hose, you will feel it inside if it is there.
