I recognize the part... it's the fuel pump filter screen... it goes in the gas tank attached via hose or short pipe to the bottom of the fuel pump itself. The "fuel filter" is a larger metal cannister sorta part, and that's where the confusion comes from. On John Hervey's site (http://specialtauto.com/delorean-parts/fuel-injection.html) you can see the part he sells today and an acknowledgement of the fact that the epoxy in your picture was undesirable: "No more epoxy to leach off and possibility contaminate the pump."
