To be fair to Rob, he did tell me how to do it at the time he 
inspected my car last year and suggested it. I simply forgot his 
instruction. I did find a link somewhere that epoxy is good to use. 
I'll use a two part strong epoxy, rough up both surfaces and glue it 
together.  I need to file down the center rib where this bar will 
sit.  Then I will sand and paint the cover.  What paint should I use?
