The top, middle fuse is actually #7, a 20A fuse for the Lambda relay,
Lambda ECU, Freq valve, Control Pressure Regulator, AND THE FUEL PUMP.
The most common one to melt and the most common reason is a bad fuel
pump. Other things can also cause it to melt too so you have to check
everything in that circuit. BTW there is no #20 fuse position. Refer
to Workshop Manual M:07:02-:03 What is commonly done is to mount an
external fuseholder off to the side of the fuse block for circuit #7
after you find and fix the cause of the high current draw.
Alternatively you can replace the fuse block and the connectors for
that fuse, it is just a lot more expensive.
