The Reason why it stops when you apply the Brakes..is because you are using the Brake Booster.. which is displacing vacuum from the engine effecting the performance of the engine... It really has nothing to do with the squealing belt..but it is the reason the squealing is not heard when applying the Brakes...since the vacuum has a long travel between the engine and the Brake booster..it uses more vacuum than a normal front engined car....it is very unique to a Delorean... It could also be possible you may have a slight leak in the Brake booster,you can easily check that with a Vacuum tester.
