You are correct. 

And that is going to be the same for this show as well. Only differences is that
this year there will be two different looking cards. One is for the cars who WANT
to be judged and the other for cars who DON'T want to be judged but want to
display specs on their vehicle.

In Chicago, I recall the way to indicate you wanted to be judged was to fill out
 the card with the category and put it in your window. I remember being told that
 if the card was not there, the judges would just move on to the next car.
