They certainly do not current federal motor vehicle standards. (air-
bags being the first obvious lacking)

I would imagine the process will run much the same way as for Nobles, 
AC Cobra repli-cars, etc.  Usualy to qualify for component-car-status; 
you must sell the vehicle as seperate chassis / driveline products. Not 
sure if they are doing that here. 

As a component/specialty car it would likely fly under the federal 
radar entirely and not be held to any standards at that level.  More 
likely it will variable process depending on the individual state's 
vehicle registration/safety requirements.
