I have not done this, but it should work.
You can purchase headliner adhesive online or at various auto parts
shops. Take the headliner off the car. You can insert a small tube
into the nozzle, as you would with WD40 or the like, and make a tiny nic
in the cloth. Spray glue in behind, the cloth, then lay a piece of
plastic over the cloth, and fill the headliner with clean dry sand to
hold the sagging cloth in place. Let is sit overnight, and reinstall.
It may last a while, but odds are good that the foam on the back of the
cloth is deteriorating and it will come apart again soon.
