Of course sealed beams are "still legal" in Europe. They may have been phased out of production, but drivers of older vehicles are not being ticketed or arrested for using them. Properly adjusted halogen sealed beams throw just as much, and just as dispersed, light as their replaceable bulb brethren. The changeover was prompted partly by style (you can't mold sealed beams into fender-integral shapes) and partly by maintenance concerns (replacing bulbs is faster). Basically engineers looked at rear fixtures and decided to emulate them in the front.
