You can get a Joe Cool now, developed by Joe Kuchan.  Essentially the same function, I ran the prototype for a  year or so and the "production" version from then on.  Both worked perfectly staggering the fans and A/C compressor.  I know you can order one from DMC Midwest --but I'm not sure about anywhere else.  It only takes about 1 minute to install.
