An easy way is to connect the cable to a power drill and see if the  
speedometer turns.  I've done this before to test my angle drive; it  
was fine, but the the dust cap's square hole had become round, which  
caused the angle drive to not get any grip and thus not spin.  You  
should be able to do the power drill trick for each component of the  
speedometer linkage.
