It may not be either one. The speedo on my car went out once too (I
started having a wobbling needle on my speedo first, then it wouldn't
move at all). Turned out it was just a bad Dust Sheild. The square
hole had worn itself round, and wouldn't grip the Angle Drive Input
any longer.
If by chance you DO have a broken cable, it would most likely be the
Lower Cable. You should have a bracket mounted to the steering knuckle
that keeps the lower cable lifted up, and prevents it from binding.
Without that little wire bracket, it can shorten the life of said
cable significantly.
