It appears to be an adjustment issue - throttle plate to micro switch. I doubt that the throttle plates are closed completely when you let off the pedal but the micro switch is on causing the idle speed motor to do the work of slowing down the motor. The common error is too much micro switch adjustment which in turn causes the throttle plates to lift off the closed position and the idle speed motor calling for a slow-down in engine speed. A basic idle is obtained but the process of achieving the proper speed in deceleration is left entirely to the idle speed motor to get "speed" back and it cannot "keep up". Do the adjustments per the manual (very important to follow) to get the idle speed back in sync.
