Consider it an artifact of a semi-hand-built car. .
When the facias came from the manufacturer, the license plate holes
were not there (as they are not there on new-in-box stock now). It
was up to someone to drill them on the assembly line, apparently one
of the drillers was not very accurate.
About all you can do would be to tear out the anchors, fill the holes
and redrill in the right place. As Harold notes, there aren't many
good ways to do this (and probably a lot of bad ways).
