Craig, I have rebuilt at least 100 parking brake sets and the biggest
problem is out of sight out of mind. Over the years the pads wear out and
the mechanism gets filled up with dust and dirt and doesn't move properly as
David T. stated earlier.
If you tear it down, you will need a good selection of tools and punches to
remove pins and hope they come out because they will be frozen with the dirt
in them and they won't swivel or move properly. Normally we just tug harder
to over come the problem. Don't grease them up to much because it just
attracts dirt.

Pulled the wheels off and checked the system.  Both cables pull tightly but
at the farthest adjusted location (like out of threads on the outter nut) it
is tighter, but still doesn't completely lock the wheels.  My guess is that
the pads, though they look pretty meaty yet, are worn enough that the
'throw' of the parking brake mechanism is too short to really bind them
tightly against the rotors.  I'll have to get those brakes done (turned and
new pads) and see of that corrects the problem.  Thanks for the responses.
