[DML] Parking Brake...NOT!

My D's parking brake has never really worked (since I've had the
car - about 2 1/2 years). I had it adjusted while it was in DMC
Garden Grove's shop but still not good.
I can pull the handle all the way up to stop, and it feels like it's
tightening, but I can then also drive around all day with it in that
position and roll backwards at stoplights on an incline or see it
roll across the sloped parking lot if I didn't leave it in gear. In
general, I just don't use it at all.
The brakes, in general work perfectly. No complaints at all, there.
I haven't pulled the rear wheels off to actually look at the parking
brake pads, but Don and Danny had them off, replacing the wheel
bearings a while back and didn't say anything about the pad being
bad, etc. I trust those guys to let me know if something is
obviously amiss.
So I guess my question is: has anyone else had problems like this
and is there anything specific I should look for when I climb under
to check out the cables, mechanisms, pads, etc.?
