The pre-diluted cost just a bit over half what the pure coolant does.
You pay a little for the convenience, but not double.

One simple answer for that:

Road trip.

You only have to carry the bottle(s) of coolant and not the water in
addition to them. It's well worth the price to have those when traveling
across the Sonora desert in the summer.
