There are 2 washers/spacers that hold the pivot on the bolt. You may have to either file one or both of the spacers or shim the bolt so the pivot can move freely with the pivot bolt tightened up. I would take the whole thing apart, clean, lubricate, and reassemble. You may find you do not even have the right hardware in the first place! Refer to F:07:02 Fig 43 in the Workshop Manual. You really shouldn't need Locktite, that is what the locking nut is for. Too tight and you can snap the pivot bolt. It is supposed to be threaded into the frame and the nut just locks it. Do not leave it loose so the pivot can move freely. The pivot should move freely even with the bolt tight. There is no specific torque spec for the bolt. Snug so it doesn't move is good. Besides, it is difficult to get a torque wrench in there!
