This is all too common.  One of the reasons the
DeLorean sometimes still has a bad reputation among
car people.

The stainless can look perfect, even if the car is a
poor example of a DeLorean.

If your $20K number includes labor, you may be better
off selling this car (even if it is at a small loss)
and finding a better one.  Someone looking to restore
the car themselves could probably get it fixed for
less.
