My mechanic did offer to make good on his blunder by fabricating a 
new part & installing it free of charge.  I'd prefer to obtain 
another original plate and send it on to the vendor instead of 
messing with my new rack and worrying about the fabricated part 
working out.  It's not worth risking my relationship with my 
mechanic by demanding he foot the $250 core charge.  Besides, it was 
an honest mistake and I'm a forgiving person.  It's also partly my 
fault for not verifying with him that everything was there.  Live 
and learn...
