Simple: As Steven said, the scammer sets up a fake web page that looks
exactly like eBay's VPP system. So you're not really using eBay's
system, you just think you are. Once you fill out the necessary
information, he drains your bank account and disappears.
These things are fairly obvious to anyone who is good with computers &
the Internet, but the vast majority of the general public won't notice
the subtle cues that tell them they aren't really on eBay's web site.
