When you use WD40, Yes all of the 5% oil goes on and a large part if no all
the propellant evaporates almost immediately.
The small amount of oil that is left over will be absorbed into the rubber
surface and dissipates it's gone.

So, if I understand you right 100% of that 5% of oil will go on the
hose and the other 95% which is propellant does not. That is still
100% oil you are putting on the hose! I agree it probably doesn't mean
much but I still do not like putting oil on rubber hoses. I have also
used liquid dish-washing detergent. IMHO straight anti-freeze seems to
work the best and is completely safe to use. BTW don't forget to put
the clamp on loose BEFORE wrestling with the hose. Don't ask me how I
know!
