I am not following your logic on speed of vehicle and energy absorption. How is a car crashing into a fixed barrier at 40 mph like two cars hitting head on at 60mph to 80mph? Do you have any documentation to support this? Granted some of the kinetic energy is absorbed by both cars, but both cars had kinetic energy to dissipate. The important part is how fast a vehicle is moving and how fast it comes to a complete stop. Whether it hits a immovable object or a car traveling towards it at the same speed the car is decelerating the same amount. A 40mph crash test is designed to simulate a 40mph crash, regardless of what you hit. When two cars crash together some of the kinetic energy is absorbed by both cars. The fact that the crash car was demolished is what is supposed to happen. The energy of the crash is absorbed by the cars components and not transferred to the cars passengers.
