[DML] Buzzing under dash - turn signal related

I've got an odd buzzing sound that seems to be coming from under the
dash, I assume from the turn signal relay.  It often happens when using
the turn signals,  but can also happen when the turn signals are off if
the headlights are on. 

 

I've replaced my flasher relay - the old one buzzed  then failed.
Replacing it helped temporarily.

 

Could this have anything to do with installing LEDs in the binnacle?
