Mike, A quick look at the schematic indicates if you turn the A/C on and the fans come on that all the circuitry after the otterstat is working. If the fans come on the only thing left in the circuit to check is the otterstat itself and wiring between the otterstat and fan relay. The horn is a separate issue.
