Yes. In the rest state the switch plunger is all the way down. If it
were up you would see the red plunger shaft.

If you pull the plunger up and see the red shaft and the car does not
cut off within a few seconds it may mean that someone has bypassed the
inertia switch all or the switch is faulty. Can you see if their is
any damage where the grey connector plugs into the switch? I have seen
cases where the connectore is melted at the switch.
