You know, I've used this same method.  Though there is nothing illegal 
about buying a lot of shrink wrap, I once found out that if an 
individual buys enough of it, and discards it in his trash containers, 
some alert neighbors may make some calls. Although when I got a knock 
on the door from a fed it was pretty laughable, this made me think 
that if you buy enough Shrink wrap and leave the left overs by the 
curb, it might be the second time Delorean has a run-in with the 
DEA. ;)
