On my son's car the two hoses were in great shape but the rubber vacuum cap on the canister was very rotten and probably leaking when he first bought the car. It soiunds like that is a common issue. You can find those things for under a buck at any auto parts store. If you do have a big vac leak, the lambda system can be driven crazy trying to compensate. This is most likely the trouble you are seeing. To check if the leak is inside the pontoon, just clamp off both hoses that go to the charcoal canister.
