Derek, That proves your idle regulator is not frozen and therefore is probably OK. Since you don't know how to use an ohmmeter to test the wiring and thermal sensor you could just send me your ICU and I'd test it for you as I suggested to you privately. As I mentioned before the ICU is probably N/G.
