Stricly speaking "topping off" is legal as long as you can say that
the system is leaking less than "x" oz per year. I don't remember
exactly what "x" is. Topping off becomes iffy when you use blended
refrigerents. Some can be topped off but only a certain # of times and
then only a maximum amount at a time. As long as the system is
pressurized above atmospheric and wasn't run much you can assume it is
still tight with no air or moisture. You will know when you top off
and read the head pressure.
