According to the Maryland MVA website, you can obtain Historic plates if:

The car is 25 years old or older OR if the manufacturer has gone out of 
business and the model is no longer being built. This is how I got my plates.

Because the average MVA clerk doesn't know their own job, I printed the 
relevant rules out from the website, then printed out a news article from the 
web detailing how the DMC plant shut down for the final time and went into 
receivership.
