[DML] Radiator air flow and license plate

How much does a license plate in front of the radiator affect airflow 
and cooling?  Looking at it, the plate effectively blocks about 50% of 
the opening in front on the car.  I would think it would make the fans 
work harder, but wanted your opinions.  I know that there is a license 
pate holder available that puts the plate higher, up along the bumper.

I appreciate any thoughts or facts on this issue.
