Check the large hose clamp that holds the pump, boot, and cover to the
tank itself. Most likely it has slipped off the lip and floats up when
the level rises as you fill it. The excess fuel runs out from under the
boot onto the ground. Go to the pump through the spare tire well and
re-position the pump.
