Forgot to ask: did you remove and cap the connection between the idle speed motor and the cold start tube? If not, unless your idle speed motor is stuck closed, your manual idle setting is incorporating air sensor plate activation via that route as well. If enough air passes through the inactive idle speed motor, you will never get idle speed down. Simply remove that short length of hose and cap the barbs with 3/4" vacuum caps for a 100% manual idle.
