It sounds like the little rubber 'nubs' on the rubber mode switch diaphragm are probably broken off. This causes the plastic mode switch disc to get out of sync with the diaphragm (the mode switch twists, but the diaphragm doesn't causing vacuum to be sent to the wrong flaps at the wrong time. Solution - order a mode switch rebuild kit from one of the vendors which includes a new diaphragm.
