idle speed regulator

Hi everybody!
I have had my car for 3 years now, I realized this summer that the 
idle speed regulator is disconnected. 
Is this bad?
I plugged it in and the only thing that happend was that the idle 
raised to high.
I diconnected it again and the idle went back to normal.
Does anybody know what the regulator does, should I leave it as it is 
or should I fix it?
