This might sound dumb, but what if you just kept after it? :)
I mean, eventually, all of the steel that is in there will have
rusted, and if you kept after it with the sandpaper, it will be
removed. Heck, it might even help to accelerate this rusting
process. After all the steel has turned to rust, apply some naval
jelly or the like and then sand it away.
